I believe Rina Mussi is a little too strong. She has an ability of the same type of Maris Streck, with no restriction of use during a span of time.
I think that rewording her with something like: "During the referendum of a political action Rina may burn a blood and discard a card that requires protean to gain 2 additional votes"
makes her less broken. Note that in this way she can gain additional votes only during a referendum originated from an action card, not during blood hunt.

Anyway Lovre, you made a good job with this home made set. It's really fun to look at some new cards, even if not official.

AFAIK, the 'during a referendum' part limit the use to one time per referendum. Then again, adding that to the vampire is not hard, and may or may not be needed.
