To keep thing short and useful, I only tried to show formatting error and not canon problem or power level problem.
No vissicitude ? If he is supposed to be an Old Tzimisce, I think it should be left apart. Adding new bloodline seem bad, and Old Tzimisce flinging warghoul seem counter intuitive.Name: Jaromir Cerny

Same remark as for the above mentionned black hand : bad formatting on the "ability" (action ?). Extremely underwhelming otherwise.Name: Dastur Anosh

1. Yup; he's Old Clan. That's why the Independent affiliation, rather than Sabbat.
2. Gotcha. Perhaps the plus-bleed and Gehenna-event-cancelling could be made inherent to him, rather than simply fetching the equipment card.
3. Okay. The intent is that, due to his attempt at diablerie on the Setite antediluvian, he tends to breed revolution and riot wherever he stays. He's a natural chaos magnet.
4. Agreed. He's just a big, boring powerful vampire. Completeness' sake, though.
5. If there's a tie, there's no oldest Lasombra (like Gurchon Hall), and the torpor condition applies.

I am against creating an additional bloodline since a lot of concept are already half done ; in addition, the very existence of Old Tzimisce in World of Darkness is relatively dubious. It come from the Dirty secret of the black hand, along with Nagaraja and True Manus Nigrum, after all.
An action to retrieve the Rubrick, like Dan Murdock, is fine.
First, Anarch is not chaos, extremely far from it, as may say to you real-world anarchists.
Then, there is still a couple of troubles :
* Anarch trait is balanced over the fact you must use card or action to became anarch. Additional vampires with printed Anarch trait can wreak havoc on that, so it must be avoided as much as possible.
* if he is a chaos magnet, everyone at the table is going to benefit from that. Here, he feel like a commando instructor.
* powerlevel wise, having your embrace with 2 strength rushing people left and right is pretty scary, even more so if you give them
(or if you do that with
weenie)
Sabbat do lack versatile 11-cap, so if you don't have idea, the Inner Circle template can be a good start.

If he is Old Tzimisce, a new Bloodline must be created for him, because a lot of Tzimisce card implie Vissicitude, and a good mastery of it. At least three are both playable and problematic : War Ghoul, Asanbonsam Ghoul, Living Manse. (it can be argued that the Revenant and Haven Affinity are fitting, but still ...)1. Yup; he's Old Clan. That's why the Independent affiliation, rather than Sabbat.

I believe completeness should take a seat back to playability. Beside, he could be a boring, powerful, and playable 11 cap : he only need +2 bleed and some other bling (+1 strength, +1 stealth, 4 votes, something like that)4. Agreed. He's just a big, boring powerful vampire. Completeness' sake, though.

I would then add an "or in case of tie" to make thing clearer.5. If there's a tie, there's no oldest Lasombra (like Gurchon Hall), and the torpor condition applies.

1. It's possible that a new bloodline could be created to accommodate him, but I don't know that it's necessary. Many of the Dirty Secrets-originated elements have been rehabilitated through V20 and other, newer works. I think it'd be fine. (You'll note that the Nagaraja and the true Hand are in play, too.)
2. Cool.
3. The Anarch elements and the "chaos magnet" elements are separate; he's considered something of an idol in the Anarch movement as well as his unique problem.
And, in case it's not clear, thank you for the feedback. It's appreciated.

Like for the !Tremere which weren't really exterminated, VtES have decided that they were only one Black Hand, which is really linked to the Sabbat and all. The existing pool card show it : each and every black hand are sabbat, Sabbat is a prerequesite to enter them, and their card expand the "sabbat elite group" thematic a lot more than the "conspirationnists with a lot of strange mystical ally" of the True Manus Nigrum
It is not more or less canon to only have the Black hand than to have the True Black Hand anyway. Like the Children of Osiris or the creation of Baali by Saulot, it's between rumor and truth, and the truth is "left to MJ" (which mean, storyline director in our case I suppose)
Nagaraja are kind of an error of VtES for me, for a number of reason (lack of characterization at the time they were introduced, too much clan on
, even though the actual card have a very defining flavor, and supposedly so extremely obscure it don't have to be shown). Because one error have been done does not mean other should be done.
