It doesn't seem worth enough, certainly not worth as much as something like Irregular Protocol or Delaying Tactics. It honestly seems to be less valuable than Traditionalist (and I've never seen Traditionalist played in a sensible desk).
I'd never play it if it turned up in the Center Deck.

Agreed that there are better cards to put in your own deck, but would you really turn down a trifle master in the centre of the table to gain votes?
Also, here are some more cards for the central deck:
Consolidate power
Type: master trifle
Cost: free
Text: gain two pool if you control the ready prince of <city> or move 1 blood from the blood bank to a ready vampire with a <city> title
Why?: creates a good reason to fight over being prince
Dirty politics
Type: +1 stealth action
Cost free
Requires: Camarilla vampire with a <city> title
Text: choose a non titled vampire you control and a vampire with a <city> title controlled by another Methuselah. Your chosen vampire taps and enters combat with the other vampire as a +1 stealth D action. The target vampires controller loses 1 pool if their minion is not ready at the end of the action
(text could be better worded, but is this clear?)
Why: gives non vote decks further chances in city struggle scenarios
I didn't mention before, but all these custom cards would have 'NOT FOR LEGAL PLAY' on them and would only be usable in the central deck
Also, as suggested, the composition of the central deck would be publicly available beforehand

I haven't given up on this... I'm still tinkering away.
However, is there an image resource somewhere for blank versions of master/political/action etc. cards? similar to what is used to make others' personalised cards such as these:

I can take existing ones and edit over them but that won't work well where there's text.

Cards simplified, no complex rules to remember other than the central deck and what’s written on the new cards. Also having initially drawn up a central deck of political actions I realised that was leading further into just another benefit for someone with vote lock. The suggested central deck here should encourage a lot more interaction, specifically the card ‘dirty politics’ and fighting over who gets to be the prince and beware of the Sheriff! There are enough City specific benefits to not have to place restrictions on titles not belonging to the given city (or so my thinking goes).
Also, the card creator on vtes.net is awesome!
I can post the cards below that I’ve made using that if requested.
So here it is: City Struggles version 2.0
These rule ideas are presented to simulate the political battles within a specific city. London is used throughout but could be replaced by any chosen city. This idea focuses on the Camarilla. I’ve got ideas to combine inter-sect battles with this (decks in the table for Sabbat / Camarilla / Infernal etc.) and also to create City specific locations, but all that’s still hypothetical. The decks could also be customized for each city. A London city struggle deck could be quite different from say a New York city deck.
Rules:
• There is now the concept of a title belonging within a city. Most notably primogen. There can only be one primogen of a given clan within a city. Vampires with the title ‘primogen’ can become ‘London primogen’ by use of a card in the central deck.
• There is a central communal deck which all methuselahs can play cards from. I haven’t play tested the right use of the central deck so let’s stick with Juggernaut1981’s suggestion:
The Central Deck
• The Central Deck will have 60 cards which are listed for all to know.
• The Central Deck will have 5 cards face up on the table (Central Hand) and are dealt out before the first turn begins. All of the Central Hand cards can be played as if they were in all Methuselah's hands. The Central Deck always has a fixed handsize of 5; it cannot be reduced or increased. Cards played from the Central Hand are not drawn or replaced during a turn other than at the beginning of the turn. At the beginning of a player's turn, before they untap their cards, all cards in the Central Hand are discarded to the Central Ash Heap and 5 new cards are drawn.
• When the Central Deck Library runs out of cards, the Central Ash Heap is shuffled and replaced as the Central Deck Library.
• The Central Deck Library cannot be searched for cards.
• The Central Deck Library and Ash heap cannot be the target of an action, referendum or effect (e.gs. You cannot burn cards from the Central Deck Library with Slaughterhouse. You cannot remove an ally from the Central Deck Ash Heap to create a Shambling Horde.).
• Cards from the Central Deck which would be removed from the game are instead placed in the Central Deck Ash Heap.
The central decks consists of personalised cards not for legal play including edited versions of existing cards. It introduces the following titles specific to the city in addition to that of the Prince. These are: Primogen, Harpies, The Sheriff and The Scourge

Put this card on a non-titled vampire you control and untap the acting vampire. This vampire may enter combat with a vampire with a London title as a +1 stealth
action. The target vampire's controller loses 1 pool if the intended target is not ready at the end of the action, even if this action is blocked. Burn this card at the end of this turn.
Praxis Seizure: London
Political Action
Requires a Camarilla vampire. Title.
If this referendum is successful, put this card on the acting vampire to represent the unique Camarilla title of Prince of London. This could lead to a contested title. The acting methuselah may also choose to burn the London Sheriff title, if in play.
London Primogen
Action
Requires a (non-London) Primogen or non-titled Camarilla vampire with capacity above 5. Title. +1 stealth action
Place this card on the acting vampire to represent the title of London Primogen (1 vote). If more than one vampire of the same clan holds this title it is contested. Not usable on Caitiff. Untap the minion at the end of the action if they previously held a (non-London) primogen title. This card may be stolen as a
action by an older, untitled vampire of the same clan.
London Sheriff
Master. Trifle.
Requires the Prince of London. Title.
Place this card on any untitled Camarilla vampire.
Any vampire sent to torpor or reduced to zero blood in combat with this vampire is burned.
This vampire cannot cast votes. Burn this card if this vampire attempts to enter combat with a titled London Vampire as an action (not if blocked by a London titled vampire).
London Harpy
Action
Requires a non-titled Camarilla vampire. Title. +2 stealth action
Place this card on the acting vampire to represent the non-unique title of London Harpy (two votes). Untap the acting minion at the end of the action. Burn this card at the end of the turn if this vampire attempts a political action.
Consolidate Power
Master. Trifle.
Gain two pool if you control the ready Prince of London, otherwise move 1 blood from the blood bank to a ready vampire with a London title.
Concealed Agenda
Master. Requires a London primogen.
Place this card on the vampire tapped. During another methuselah's turn, untap this card after a referendum in which this vampire did not attempt to cast votes. This vampire may tap this card to gain 3 votes. A vampire may have only one concealed agenda. Burn this card if this vampire is not a London primogen.
London Scourge
Political Action
Requires a Camarilla vampire with a London title. Title
Choose an untitled Camarilla vampire. If this referendum is successful, put this card on the chosen vampire to represent the unique title of London Scourge and untap this acting vampire. The vampire with this card may enter combat with a vampire with capacity 4 or less or with an ally as a +1 stealth
action. Gain one pool if this vampire burns a caitiff.
Will of the Council
Action
+1 stealth action. Requires a ready London primogen.
Put this card on the acting primogen. During the referendum of a political action, this primogen can burn 1 blood to gain 1 vote. This primogen can burn this card to play a card that requires a prince as if he or she were the prince of London. This primogen can burn this card when a prince enters torpor to receive (and contest) the same title as that prince. A vampire can have only 1 Will of the Council.
Command of the Harpies
Political Action
Requires a Camarilla vampire.
Successful referendum means the prince of London loses his or her title and the controlling methuselah burns 2 pool. If the acting vampire is a Harpy her title is not burned at the end of the turn by playing this card.
