You don't need to keep a record. As soon as your prey has gained pool (even if he has lost the same amount or more), he is tagged.

That is keeping a record.
The one pool that your prey decides to pull back via a Blood Doll in his turn might easily be 10 or 15 minutes ago by the time it gets to your turn, on a busy 5 player table. (e.g. a couple of tense votes, a deck with a lot of vampires/actions, Una Freak Drive, Turbo Arika)
At that point, you might or might not have had this card in your hand. If you have only a few in your deck, it may be something you only play occasionally. You may not particularly want to draw attention to "I'M PLAYING THIS CARD SO LOOK YOU GOT POOL".
