Well why not jack up the 'dead hooker' sort of theme to THN/NEC...
Accelerated Decay
Action
Samedi
The chosen Methuselah burns X pool where X is 1 + 1 for each non-zombie ally and 1 for each vampire in their ash heap.

The time is ripe for GreenO to re-create his (terrible) Yong Sun deck, now with added Samedi.
There are some potentially uncomfortable/annoying ways of getting crypt cards into people's ash heaps, which might be unpleasant to face. e.g. Might of the Camarilla. Not because such a deck would be significantly overpowered, but because it might start chasing the game down weird corner cases, where you're facing a deck that's doing unbounceable, high-stealth pool damage, so nixing the defences of bounce, moderate intercept, and reduction. And you don't have to be doing all that many weird things before the potential pool damage mounts up.
And it doesn't have to be that weird. Samedi have Obf/For, so something like Baltimore Purge + Renewed Vigor + stealth +... Vulnerability? Gregory Winter + Cloak/Veil? Maybe borrow Tye Cooper if you can find a Nec angle? Sacrificial Lamb is a bit poor. White Nights Massacre has potential - although the werewolf/extra copy angle, less so - especially given you would play it after the Baltimore Purge action has gone through. If feeling especially adventurous, the Harbingers have a couple of vampires with Obfuscate (particularly, Egottha and La Viuda Blanca) who you might borrow if you fancy some sort of Obf/For Purge deck, with added Crematorium.
And it's not that it feels Tier 1 Must Win the NAC in power, just that it feels a little bit 'out there' in terms of how other decks can interact with it. Potentially high stealth actions, that doesn't require bleed or vote or combat, meaning common deck styles might have extremely limited interaction potential with it.

@Brandon: Sorry you think that way... It was a shot in the dark. THN seems like a discipline that should have all sorts of interesting potential but doesn't meet it and NEC is basically "Block Fails & Shambling Hordes"... Maybe Dead Hand if you're pushing it and the odd recycling shennanigans with a Soul-Gem Turbo type deck.
@James:
Sure, but isn't it always the problem of getting them into torpor? You could do something Baltimore Purge related, but then you're going to get some genuine table hate and Samedi can't really defend themselves. All Kudos to someone who can get Yong Sun to work... I've wanted to make a Yong Sun deck to exploit his text and they seem to die quickly or you lose Yong Sun to AI.

Your goals are good, but the means are terrible here. For one thing the wording doesn't make sense. Are you targeting non-zombie allies in the ash heap? Why does it matter if they are zombies? How many dudes do you plan on burning? How? Compress + amaranth? While the card is at least technically playable if the trick doesn't work, it is worse than a bleed for one because it doesn't get you the edge. True, you can target anyone, but Samedi are not known for their cross-table control, let alone winning. !Nos or FoS can lend some non-bleed ousting power much more effectively than this, so why use it?
If you want something else for Samedi to do, how about something that makes people pay pool to untap a minion? Why not an ability to burn blood to cause your prey to burn pool? How about a vote card?

Ooh, I quite like that. And it seems like a perfect time to roll out the word "Necrotic/Necrosis" for a card name, which has - somehow - not made it there so far.
