Well, if you value pool more than turns, yes it's strong. Youll just have to wait three turns between the turn you recruit the WG and the moment it comes in play.
Possibility to play war ghouls for free seems crazy.
Possibility to play multiple war ghouls for free, without waiting for the previous one to come out of the chamber. It's not unique...
In the meantime, you have probably lost a lot of momentum.

you wouldn't lost anything. Without it you would just not recruit anymore war ghouls, with this card you will get some free ones in 3 turns

Its neat, but I see little need.
Gargoyles having tbis concept, usable on ally or retainer, would be interesting, especially if it fetched the card.
Warghouls are stupid strong. Whats an extra 5 ish pool for a WG deck?
You turbo out ghouls? This card doesnt help speed, you just get more later.
Tzimitsce need things other than WG help. They dont NEED help, but interesting options is more appropriate at thistime. They block and do warghouls, have utility, and dont multiact. Combo stuff and vic toolup with untap seem neater than this.

I see ally too much to my liking. A card to make them even better henceforth seem unwarranted.

Curiously, it might actually help with the aggressive aspect too. If you draw several War Ghouls at once but don't have sufficient retainers/allies that you want to burn, you can get stuck with a Ghoul or two in your hand for an extra turn or so - so you might want to think more carefully about your ratios, tweak the Ghouls down a bit. Now you have the option of recruiting one for free, postponing its appearance, cycling your hand etc., and it's a more permanent solution than Jake Washington. This might mean you choose to tweak the number of War Ghouls in your deck up slightly, aiding the deck's aggression.
