Given the Samedi's easy access to Obfuscate for stealth, block fails, tap a would-be blocker, Call of the Hungry Dead for block fails etc., and even
Off KilterStiff Contempt to discourage blocks, I'm not sure they need consequencless unblockability.
Like the Ouanga cards, the card as it stands feels like a support card for a clan that has support coming out of its ears but lacks a decent payload. The clan can already prevent damage - it has lots of Fortitude, it has the somewhat weird Ashes to Ashes. It has Regenerative Blood which isn't prevention but sort of works in a similar way (though would benefit massively from being a Trifle, sadly). It can already get actions done.

While Im a huge samedi fan, they do not need all this random support crap.
Pick a clan that needs 3 weekz worth of support cards (Gargoyle, Abomination, Etc) if you need to do that.
You seem to be a Samedi fan, so without even guessing at your VTES history:
1. Build 5 Samedi decks. One G2-3 Dead Hookers, one later group dead hookers, at least 2 combat decks and one oddball combo deck you come up with.
2. Play the shit out of them. 2 games each, then re-arrange. Then 2 each, etc, until streamlimed.
3. Note what weaknesses they have at what you feel is the most optimal build; or bypass this all and listen to what people (Im not alone) who have done this over the years have found.
Samedi need bleed oomph. But not tons, or Dead Hookers get too good.
Samedi need ways to get blood en masse, or reduced the cost of dead hookers+freak drives+psychic veil.
Samedi need defense (now, funeral wake is probably one hell of a step toward this, but ive been too busy to test) which really could be untap and block stuff, or bleed reduction thats playable.
Samedi need better combat ability, but even a small bump will do it. A rush + some sort of reaction where you enter combat (like yawp court) on a bleed action. Maybe a free attrition type of card that taxes the other minion to combo with groaning corpse and wither.
Damage prevent with samedi?
Regenerative Blood+repair the undead flesh/elemental stoicism. Tell me how that benefits you in the long run, and explain how the proposed card really helps in the long run. Maybe a prevent on non-agg a combat, stackable, and you can burn it to treat agg as normal, but again, i just listed what Samedi need, and this wasnt on the list.
Ive walled with them, used open dossier+dirty contract, gotten limited success from trap wither stick and dead hookers, and always came back to g2-3 dead hookers with some minimal combat help. And that has blood management issues lategame.

These come from my reflections on playing Samedi (and to a lesser extent Harbingers) probably over the last six months. I made notes on my phone or when I got home, and some of my other suggestions have addressed the other aspects you mention (e.g.
Dead reckoning
for bleed increase). But people have different playing styles, and I for one don't want to simply keep making a Dead Hookers deck (other clans have some diversification).
As to personal tastes, I'm interested most of the clans with protean, necromancy, and the Ventrue/!Ventrue. I don't have a massive collection, but am running two Samedi decks at the moment (G2/3 and a G4/5). Generally I will play one every game night (which seem to average every two weeks). The Samedi Celerity Guns deck (mostly G2) suffers from expensive weapons, but having recently won two copies of Dark Mirror of My Mind on eBay (which'll help pay for .44s and Summon Soul can recycle) and bought some Projectiles (undodgable with additional strikes using one card), it might do a bit better next time.

Eh? What about Dust to Dust ? Possibly the best dodge card ever.The Samedi do not have an easy, straight-forward dodge card available

My experience of playing Dust to Dust is that I often need the maneuver, which declares my strike as dodge ahead of that phase of combat. I'd much rather have the maneuver and an optional dodge and press in that round of combat. It's a great card if you're playing "Samedi RLF/Fortitude" decks, not so if you're trying to be more combative and use equipment.
It's also not effective against cards like Earthshock and Sanguinary wind , which is often played in my group (and logically shouldn't work against a pile of ash), so my minion often gets knocked into torpor regardless if I don't pull enough Fortitude.

if dodge card gonna be any good it needs some additional effect as well f.e. like in swallowed by the night (coupled with stealth on the same card) side strike (coupled with additional strike). But, the again it's just another support card for a clan/discipline that don't need any more support but needs payload
