Feels too corner-case, and the theme seems to misfire too.

There aren't, generally, that many Primogen that are relevant to one deck. You could use a Primogen creater (such as one you've provided ), but even assuming you can create one of those that is overall quite decent, having to wait for that to come out makes relying on Local Rulers harder. Played early in the game, when maybe you have only one Primogen out, it's really poor. Played when you have maybe three out, being able to get multiple intercept is potentially decent, but it still feels weak because...

...It only defends minions and locations. Locations is relatively niche - I mean, it's a fine thing to have on a card as an extra, but it's not super powerful. Intercept against actions targeting minions isn't terrible, but it's not uncommon to see lots of rushes happen at zero stealth anyway. There are plenty that are at stealth, of course - anything from Cryptic Mission to Far Mastery to Mind Numb (superior). But honestly, would I just prefer to toss in two or three intercept actions - Mr Winthrop, a Sport Bike, a Raven Spy? The action cancellation isn't too shabby, but not being able to do a whole lot against bleeds, political actions, power discovery etc. is a big hole.

Missing out votes seems to me like a power issue, but it also seems like a theme issue. I'm a Primogen, I'm keyed into the grapevine - that's usually my job (officially or unofficially), knowing what's going on, clan maneuvering, political machinations etc. So thematically, votes+minions or votes+minions+locations strikes me as generally better, both for strength and theme. It'd still feel sketchy, but less so.

Local Rulers (The expensive Version)
Action
X blood
Requires a Primogen. +1 stealth action.
Put this card in play with X+ 1 counter for each ready Primogen you control. During a (D) action targeting you (or your cards in play) or political action by your predator or prey, you may burn 1 counter from this card to give the minion attempting to block +1 intercept or you may burn this card to cancel that action as it is announced. Burn this card when it has no counters.

Local Rulers (The long cost Version)
Action
1 blood
Requires a Primogen. +1 stealth action.
Put this card in play. Any Primogen you control may take a +1 stealth action to put 1 counter on this card from the blood bank for each ready Primogen you control and untap. During a (D) action targeting you or a political action by your predator or prey, you may burn 1 counter to get +1 intercept or you may burn this card to cancel that action as it is announced.
