This Vampire calls a Political Action in your hand that requires a Prince (announce with this action, redraw as normal). If the referendum fails, this Vampire burns Two blood and you must tap one ready Primogen you control.

Usurp Authority
Action
+1 Stealth Action. Requires a Primogen.
This Vampire calls a Political Action in your hand that requires a Prince, Justicar, or Inner Circle (announce with this action, redraw as normal), using the greater title when possible. That Referendum has a number of votes against equal to the title being used to call it (two for Prince, three for Justicar, &c). If the Referendum passes with less than a two thirds majority, send this Vampire to Torpor. If the referendum fails, A Blood Hunt is called on this Vampire.

I tried to follow the same templating as actions that equip for this, but i'm pretty sure i fucked them up. Usurp Authority seems super powerful, even with the drawback. Thoughts, questions, back-biting, or movie reviews?

There is already a Will of the Council card. IIRC it makes you a Prince if a Prince goes to torpor.

Primogen Bloc
The wording is clunky, but I would suggest you reword it this way:
If there is a majority of ready Primogen voting for or against this referendum, change the votes of all ready Primogen who have cast votes to match that majority. This card does change those vampire's votes.

Usurp Authority
This feels like it could make a GREAT Anarch Card... Not really a Primogen Card. Maybe try something else...

+1 stealth action. Requires an Anarch.
Choose a political action which requires a titled vampire from any ashheap or from your hand. This Anarch calls that political action as if they had the required sect and title. All vampires with the required title may attempt to block this action and this Anarch goes to torpor if blocked, before combat begins (if any).

Decision of the Elders
Action
+1 stealth action. Requires a Primogen.
Choose an untitled Camarilla vampire controlled by another Methuselah. If this action is successful, either burn X blood or any one item of equipment costing less than X blood or pool. X is the number of ready Primogen you control when this action is announced.

I like "decision of the elders" except that it is only usable against a Camarilla vampire controlled by another player. Even giving it a burn option is a tricky proposition.

self biased "usurp authority" is a wall of text, simplify simplify simplify! The game takes long enough to play as it is, try avoiding card ideas that would take 10 minutes to play the card once.

There is something to allowing Primogen to play titled vote cards, I do like the potential.

"Act of Council"

Choose X untapped ready Primogen you control and play a political action card that requires a titled Camarilla vampire where X is the number of votes of the title required to play the card. Primogen have one additional vote during this referendum. If the referendum fails, tap your chosen Primogen and they each burn one blood.
