Independent Futurist. Contrarian (titled, X votes where X is the number of votes as the acting minion.) Target Vitals is always the better combat card.

Seems too corner-case. Anything that requires another player to have something else limits its use.
Also, the card idea as written is pretty confusing. I'm not completely sure how the card would be used, nor can i tell what your intention is.
What I see is:
You want a card for Primogen that is effective against Princes.
What I recommend is:
Come up with an effect that is useful in general and make it more effective against your target (in this case Princes.)
Here is an example:
"Primogen Veto"
Requires a Primogen.
Usable during a political action. Choose a vampire with no more votes than the number of ready Primmogen you control. That vampire abstains. If the vampire is a Prince she votes the same as this Primogen.
"Emergency Primogen Council"
Requires a Primogen.

Target a card that requires a titled vampire as it is played. If you control as many Primogen as votes the titled vampire, cancel the card. You may pay a pool to a Methuselah to include his Primogen. If there are no other Primogen you may burn one pool to increase your Primogen count by 1.
