Any ready minion with flight can tap to give another minion with flight +1 intercept.

How does this card address a compelling game need?:
Gargoyles have ok intercept, not exceptional and either dependant on Tremere or just expensive. Since they don't have a good ousting strategy as a stand alone clan, they'd be ideal for wall decks or camera phone grinder decks. Also ads a bit more value to those expensive Hatchlings.

Nice. Does the target minion gaining the intercept really need flight though? Isn't it more that the initial flying minion has a radio/phone and BlueTooth headset and a pair of binoculars up there? 
Usual form is to have a way of getting rid of such cards - maybe "Burn this card if there are no ready minions with flight during your untap phase"?
Also, normally these effects target "minions you control" - or did you want it as table leverage? Or is it that you control this card and the tapping minion, but the 'target' minion can be anyone's? Flexibility generally costs a lot more.
Is this only usable during a D action against you/minions you control, or is it more general (e.g. even against political cards? Agreeably they'd be hard to spot from the sky so the former makes more sense).
Is this unique, limited to one per player, or stackable?
Thinking about Corpse Balloon , would you consider an additional effect (might change the pool cost or 'if successfully blocks, Gargoyles may spend a blood to [cancel a maneuver, press etc.] in first round of combat'. However that's a retainer for an individual vampire, so is of course more powerful.

Too fiddly for Gargoyles, they use secret wing flapping signals. But seriously, that could become overpowered real quick when playing (!)Tremere with "Create Gargoyle". There should be a requirement for the recipient.
I initially wanted this to be a master, none of the intercept locations have a burn clause, however a master is harder to block than an action. The fact that it is an action now and thus blockable should be enough. Tapping a minion that can potentially block the next actor is quite an expensive cost, I'd rather pay blood, which is finite, but leaves me with more blockers. Ultimately, I think it's an "ok" card the way it is, nothing exceptional or overpowered.
Overlooked that, don't mind having some leverage at a table, however I think it will be very unlikely it can ever be used that way, since the recipient is required to have Flight (or he can't see the intricate flapping wing signals).
You can't see the referendum from the sky perhaps, but you can surely see big shot vampires with votes gathering somewhere. Intent was undirected actions as well, that's somewhat lacking for Gargoyles, they have cards for plain intercept, but a bit weak.
You can play multiple copies, but since you need to tap for +1 intercept, the extra copies add nothing. You can't tap a vampire twice for 2 copies.
I prefer simplicity
