This is a multi-reasoned submission. Bare with me.
Undying Vigor(not sold on the name)
Action

1
Requires a vampire with capacity 3 or more. This vampire cannot have or play preturnatural strength or torn signpost.
put this card on the acting vampire. The minion withthis card gets +1 strength. A minion can only have one (card name)
as above, but with an additional +1 strength, and if this vampires capacity is 7 or greater, untap this acting vampire.
Art notes: some vamp or another from a recent set holding a car aloft with one hand.
Need:blood brothers and gargolyes(mostly gargoyles) need standing +strength.. preternatural and herioc might are hard for new ppl to get. HM sucks, preternatural is good. Both have stealth and another function in combat. This card has neither of those.
This benefits less decks as a 2 skill elemental stoicism style cost action, but helps the mentioned bloodlines, and several middle of the road/ almost good fatties.
We need a stripped preternatural, and this helps address an issue for 2 bloodlines in next set.

It a +3 stealth action for +2 strength stackable with Torn Signpost, a 2R damage strike that is useful as well as the burn equipment that is very useful too.
The way I see it, HM shines with 8+ capacity combat vampires, whereas Preternatural is more for midcap vampires.
I'm not sure that printing a variant of those cards is a good idea design-wise.

I own 4 HM. 1 PS. The biggest reason it sucks is that it burns when the vamp goes down. Which would matter less if it didn't put vamps a lot closer to hitting torpor by paying for it. Stealth is its best quality, but most mid caps can use PS better, but just strength matters more than stealth n frills. Gargoyles n BB have mid caps n stealth, and could use a PS that untaps the bigger guys, and need a similar effect in most mid cap stuff.

Keep it simple and make it stackable with PS/HM/TS.
+2 stealth action.
A vampire can have only 1 Undying Vigor.
Put this card on the acting vampire. This vampire gets +1 strength.
As above and untap this vampire.
Or alternatively
As above and this vampire can prevent 1 damage each combat.
Don't think
or
need a replacement for PS.
The name also sounds like it's another Undying Tenacity or Undead Persistence card tbh.
+2 stealth action.
