It made it because the DCI was a tremendous bunch of idiots. I still remember the reaming we gave them on r.g.tc.jyhad. Shawn Carnes is probably still in therapy.

Basically, the DCI had four or five people in the office who played VTES, and they asked them "which cards were the most powerful in the game?"... voila, one 'restricted list', unsolicited, and un-wanted. I don' think there was ever a sanctioned event that actually recognized that list.

I'm guessing the idea was to limit vote decks abusing the old "vote push" rule.
it's funny how not a single dominate card got on the restricted list.
though to be fair, every card on that list eventually did get errata or a fundamental rules change to balance them, while dominate has never been tweaked.

the rule about card sleeves is interesting. so one person could be a dick and force everybody else at his table to unsleeve a hundred cards each? I guess sleeves weren't trusted back then.

Sleeves could be marked - without damaging the resale/replayability of the cards in the sleeves.

Also, a little dab of some sticky substance would enable two cards to go through the shuffling process together and then subsequently drawn one after the other.

People typically don't want to "risk" marking a card that potentially could be sold again or that they spent more than a couple cents on, but sleeves didn't have this issue.
