I also solicit cards from those liquidating to pass on to new players in the Indianapolis, IN area. I do much the same thing as you do, covering costs, but nothing else.
I'd be happy to coordinate with you to leverage these cards into getting fresh blood.

We should chat more Ankur, as I bet the spawning pool I have is different than yours, we might be able to fill each other out a little. I have about 200 blood dolls and 80 or so Wakes should you need any.

For shipping, I think your best bargain is the small flat rate priority mail boxes, both for domestic and international. You should be able to get 3-4 decks worth of cards into a box like that.
Use the USPS website to do the label and you'll save a little bit, plus for international shipments the customs form is all part of the label that you print out.
If I ever get caught up on some of my other listings, I will probably start doing something like this at some point.
I think as a starter kit, instead of just giving someone a couple of decks that play well, it is better to give them a slightly larger pool of cards and maybe two suggested deck lists and enough cards to customize from that starting point. For example, out of a stack of celerity, presence, potence, and Brujah cards, you could give them decklists for a mid-cap presence bleed + long range combat bruise/bleed deck list, and a large cap presence vote and combat avoidance deck list. Gangrel could have a wall deck or a rush deck from a pool of 150 cards, etc. After a few plays of the recommended starter deck lists, they can start to customize to their own tastes and their meta game.
