Elder Intervention has been printed first in the VTES set.
Pack Tactics was printed later in the Sabbat set.
I suppose that were was some printing strategy at that time inspired from Magic: The Gathering were you could find the same card under a different name.

Anarhist uprising and Ancilla enpowernment olso, from the top of my hand.
The logic was theme of the set, somebody desided that you can't have "elder"/"ancilla" cards in sabbat set.

Most likely that, and the fact that Sabbat was intended to be playable as a standalone set / base set. (The word "stand-alone" appears on the booster wrappers.) Note that Elder Intervention had been added in V:TES - it wasn't in Jyhad - as one of the tools to let you withstand stealth-bleed, along with Protected Resources, Archon Investigation, and Justicar Retribution. Presumably it was felt that the effect of Elder Intervention was something the Sabbat needed, but wanted something more thematic for the Sabbat.
Along similar lines, Meat Cleaver turns up in Sabbat, but is the same card as Bastard Sword - same cost, same effect. It doesn't need a specific non-stacking clause like Elder Intervention has, because weapons don't stack in the same way that reactions can (e.g. you can only use one weapon per strike, even if you have 10 Bastard Swords equipped). However, a Meat Cleaver probably seems more in-theme for a more brutal, gruesome sect like the Sabbat.

Gawdammit, I've been waiting a whole day for someone to make a joke about neopolitan ice cream and anarch three-way cards(here in America, neopolitan = a tub of ice cream that is one third each vanilla, chocolate and strawberry flavor ice cream)
