LSJ - L. Scott Johnson - was a player who was appointed by Wizards of the Coast to act as the official rule monger and netrep. With White Wolf, he was also the lead (and sometimes sole) designer on their expansions. Earlier on, with Wizards, he could answer questions where the answers could be worked out, but straying into unknown areas required referring things to the Rules Team. As Wizards wound down their direct support for the game, he was given more authority in those matters.
With the end of White Wolf's ability to print sets in 2009/2010-ish, LSJ stood down. V:EKN appointed Pascal Bertrand to be the official rules authority - overseeing card text changes, rules changes, card bans, tournament rules etc.
