Requires a ready anarch. ****Only usable when a non-anarch minion is acting.****
[ani] Only usable by a tapped vampire. This vampire untaps and attempts to block.
[cel] +1 intercept. Not usable if the acting minion has Celerity [cel].
[dom] Only usable when you are being bled by a younger vampire. Tap this vampire to cause the action to fail.
Is it possible to get the "Only usable when a non-anarch minion is acting." language removed
or is this the wrong group for that?

It is an Anarch card that is usable against non-Anarchs.
If you remove the prohibiting sentence the card effect totally changes (well, it then can also be used when an Anarch is acting...)
