It is an Anarch card that is usable against non-Anarchs.

If you remove the prohibiting sentence the card effect totally changes (well, it then can also be used when an Anarch is acting...)

There is a restriction in every effect which is largely incompatible with the rest, in addition to the general restriction. Its too much, making it wallpaper.
