[Beating down any attempt to make combat as a strategy viable won't make the problem go away. People will keep playing shitty combat decks because it's challenging, intensly interactive and fun.

No, it´s not fun. It´s boring. Predictable and often destroying 2 hours of potential fun for several people. A major flaw in the game design.
"My strategy? Luck is my strategy, of course."

I'm all for playing combat but it is very hard to do properly.
What you are suggesting is to completely rework the VP awarding the game and let nincompoops who don't know how to properly play combat decks have a field day in getting VPs while wrecking havoc on the table just for shit and giggles.
