Formatting cards: Why are there none requiring "X OR Y" discipline?

For example:

: Prevent 1 non-aggravated damage this round.
: Prevent 2 non-aggravated damage this round. Draw a card (and discard down.)

: As above, and gain 1 blood from the blood bank when this combat is over.
Why has the "X OR Y" discipline requirement format not used? Seems like it could be appropriate for some cards, add flexibility, possible interesting designs, etc, etc.
(Trivia: I've Had Worse is a meme / inside joke from FFG's LCGs. They always prevent or cancel damage, or something similar.)

Why has the "X OR Y" discipline requirement format not used? Seems like it could be appropriate for some cards, add flexibility, possible interesting designs, etc, etc.

False premise.
Look at anarch cards and cards with "outferior" disciplines. For example:
Dust Up
Combat
Requires an anarch.
[ani] Strike: hand strike at +1 damage. This strike cannot be dodged.
[cel] Strike: dodge, with 1 additional strike.
[pot] Strike: hand strike at +2 damage.
Absorb the Mind
Combat
[dom] Strike: dodge.
[myt] Strike: ranged. Steal 1 blood.
[MYT] Strike: ranged. Steal 1 blood and steal 1 master: Discipline card from the opposing vampire (put it on this striking vampire).

I phrased the question wrong - I'm not sure how to phrase it, and my characters in the subject title are limited. I don't think those anarch cards follow the formatting I'm asking about. They're similar, but different.
Those anarch cards operate like this:
More than one discipline can be used to play this card.
[X]: Effect 1
[Y]: Effect 2
[Z]: Effect 3
(You can get the different effects all in one action, provided you have the required discipline.)
What I'm asking about is:
[X] or [Y]: Effect 1 <---- this formatting
[Y]: Effect 2
[Z]: Effect 3
A card with multiple effects, but you still must choose only one effect, but one of those effects (the first) has a flexible requirement: you need X OR Y discipline.
These are different, no?

No, you really didn't. The only card I can think of that does what you are saying is:
Fae Contortion
[myt] [REFLEX] Cancel a grapple card played on this vampire as it is played (no cost is paid).
[obt] [COMBAT] Maneuver.
[myt] [COMBAT] Maneuver.
[MYT] [ACTION MODIFIER] +1 stealth.
