The only way you can play both during a single action is by playing SM at basic for stealth, getting blocked anyway, and then playing Zephyr.

You can't play SM at superior unless the bleed action is successful. If the action is successful, you can't play Zephyr.

I suspect that you're confusing "successful action" with "successful bleed."

(On a side note, Flurry of Action + bleed permanents gives you better and more consistent bleed capability than using Spying Mission anyway.)
