Basic Card Reviews/Strategy?

Is there a good place for someone getting back into the game ( I haven't played since 1997! ) to learn about the game?

I'm especially interested in things like basic strategies for gaining pool and the like ( As I want to try and make some decks to get friends to play some games ) but am waaaaay out of the loop.
