Can player who skip round enter in finals?

Yes (at the judge's discretion), this is covered by 3.3.1 Late Arrivals.

This is not covered by the tournament rules. Personally, I would disallow it as it could create some unfair distribution of the VP* (for instance, the player plays on the only 5-players table, scores a GW, then leave for 1 round, resulting in 4-players tables). If the player has a real emergency, it's better for everyone if they drop the tournament.
Furthermore, if the player doesn't know when they'll come back, the organization is disrupted as no one knows how long that player must be waited for, and most players have better things to do than waiting for someone.
If the player comes back during the 2nd round, who knows if they'll be able to play the final, so maybe they came back from their emergency for nothing.

Same as above: it disrupts the distribution of the VP*, it disrupts the organization, and if it's an emergency, then playing a tournament is probably not the most important thing to do.

*it also happens with late arrival, but the player has no knowledge of how good they'll perform during the tournament, and it also happens with early leave, but you can't force someone to play.
