you can only get it if you backed the kickstarter of some WoD product. It'll probably be available as a regular promo eventually, but likely not less than a year from when people get the card.

Probably = if I am not mistaken BCP at least has said that all such event or publication promos will later on be made available through their promo kits.Different printing but the cards will be made available.
