Serbia VTES site

Hello all,

We are in process of setting up a website for Serbia to cover our tournament announcements, pictures from events, and other fun things.

For now, site is only up.
TBD(to be done):
- Setup English version
- Put in all existing records (Club locations, Prince list, local TWD,...)
- Rules and registration option for back-end
- And other...

We are using OpenProject platform for this, as it will allow us some options that are not open on regular forum setup.
- Strange choice, i know but for it should allow us a lot of features.

Am open for suggestions and volunteers on Other language versions to be setup later.

So lets call this 0.1.0 version.
