Vampire VA controlled by player A is bleeding for 1 player B.
Vampire VB controlled by player B plays Telepathic Counter at superior to reduce the bleed by 2.

Can vampire VA play a Conditioning at inferior now?
1) Yes, the total of the bleed is 2
2) Yes, the total of the bleed is 1 (CORRECT)
3) No, the bleed has already been modified by other card and Conditioning has the (limited) text

Total = 1 - 2 + 2 = 1

The limited rule applies only to action modifier cards that increase the bleed.
