4 players table with the following sense of bleeding: A -> B -> C -> D

Player A is bleeding player B with one of their vampires.
All players decline to block.
Player B plays Deflection sending the bleed to player C.
Player C plays Direct Intervention on Player B's Deflection.
Player A plays Conditioning superior.
Player D wants to play Eagle's Sight to block player A's bleed

Choose the correct option:
1) Player D can play Eagle's Sight as a new block window is opened after Conditioning was played
2) Player D can play Eagle's Sight as playing the Deflection opened a new block window
3) Player D can't play Eagle's Sight as cancelling the Deflection doesn't open a new block window (target of the bleed has not changed) and Deflection can only be played after blocks(all) are declined. CORRECT

Discipline: Auspex

[AUS] This vampire attempts to block the current action, ignoring the normal prey, predator or target restrictions for blocking actions.

Only usable during a bleed action.

"declaring total bleed" isn't something defined by the rule. If A passes the impulse, A cannot play Conditioning.

---so impulse back to A,A dint play anything,just anounce total bleed( with Arika for 3 example)
Player B plays Deflection sending the bleed to player C.
Player C plays Direct Intervention on Player B's Deflection.

if A have impulse there to increase bleed?
Player A plays Conditioning superior.

Technically, here the impulse to play any cancellation cards goes back to player A, who declines to do anything and the impulse goes to the other players, B, and then C.

Player C plays Direct Intervention on Player B's Deflection.

Yes, after the DI, impulse goes back to player A who can play a card (Conditioning)
