Masika as a Prince is really damned good. Cornerstone of a Solid defensive Princes deck. Plus because he's Toreador you can easily swap it into a heavy voting deck.
So you play any of the non-2nd Trad solid Prince Cards... (Parity Shift? I heard its not bad) and then he untap in your prey's turn and you lay down those 2nds with some Gun Combat or Majesty.
Clearly terrible.
The burning to get intercept from political actions is an interesting way to 'pray to the Card Gods' for intercept.
So you play any of the non-2nd Trad solid Prince Cards... (Parity Shift? I heard its not bad) and then he untap in your prey's turn and you lay down those 2nds with some Gun Combat or Majesty.

Overkill is highly underrated. You know, like in computor games and such.

I like synergies between base and advanced.
IMO, a more interesting design would have been:
When Masiska (A) is untapped, (some actions) gets -1 stealth or (some cards) cost more.
And another bonus for merging, like a title, discipline or a stat boost. But perhaps the design comes from the tournamnet, where his team blocked a lot in a political game.
In any case, he is underpowered for a 10-cost.
