I'm a tiny bit disturbed how many resellers there are on EBay selling Anthology Sets this early, not saying I'm against it as I'm a capitalist myself, but that the absolute tight restrictions for true players getting hands on 1 or 2 sets is hard enough and now they might be forced to pay a lot more on EBay and other reselling outlets that seems to have numerous supplies.....

Each attendee was given a set. Whether or not they play the game. Sets on ebay maybe from attendees who don't play vtes.

As there was no limitation for the number of sets you could get, it's more like few people bought f.e. 100 sets to sell them later.

But then again, with no other ways of distribution I would hardly call this unfair or uncalled for. That's what sellers do - with no official retail this is the only way. And completely fair to be honest.
I'm sure White Wolf knew this and accepted it, as did VEKN and anyone with the slightest interest in the game.
If it promotes the interest to the game, it promotes the possibilities of a new release. It's all good.

So, no way to a player to buy the V:TES Anthology from a official seller?

At least not by now.
If I got it right in Berlin, PDA could sell their stock of Anthology Sets any way that appears appropriate to them.
Maybe someone from the Inner Circle can (and is allowed to) tell you more.
