Question came up in the discord.
Does a vampire with Ex Nihilo that plays Catatonic Fear inflict damage on the opposing as the damage is done outside of combat and thereby not nullified by Ex Nihilo?
Cardtype: Action
Cost: 1 blood
Discipline: Necromancy
+1 stealth action.
[nec] Put this card on this vampire. This vampire gets +1 stealth, inflicts no damage in combat, and is immune to non-aggravated damage. This vampire cannot gain blood (instead, any blood they would gain goes to the blood bank). During your master phase, this vampire burns 1 blood or is burned. You can burn this card during your unlock phase.
[NEC] As above, but you can burn this card during any Methuselah's unlock phase.

Cost: 1 blood
Discipline: Presence

The RTR is older then the rewording on Catatonic fear, so i think it should be outdated, but it was reaffirmed by LSJ here.
I think a reversal is in order, mainly posting this as reference. (thanks to Kschaefer for digging this up)

Wolf Companions, Zombies, Murders of Crows, Ghoul Retainers, Weather Control,
and Carrion Crows all inflict damage as normal. Strikes from the
Nihilistic vampire (including superior Stutter-Step and Catatonic Fear, as
well as Riposte, since these cards use the word 'inflict') do no damage.

Replied by inm8 on topic Ex Nihilo and Catatonic Fear
It looks like the ruling has incorrectly confirmed Catatonic Fear in that list as it is focused on the source of the damage (inflict = from the minion) but disregards the fact that the nullifying of the damage effect of Ex Nihilo only affects damage inflicted in the combat which the Catatonic Fear damage is not.
