How can someone in a country without NC volunteer for prince? (Princes are apointed by NCs, and NCs are selected by princes. Seems like a paradox for a begginer country)

Unless there are multiple playgroups, its actually quite easy to solve:
You start a Prince-dom, then either not bother with an NC until there are a few Princes in your country... or you nominate one of the initial playgroup to take the role of NC.

Contact the Inner Circle members directly, particularly the membership coordinator.
Looks like they didn't bother with that type of position, so you should hit up the Chairman.
I nominate Juggernaut1981 for the task

I graciously accept the nomination and wish to inform many that I will summarily change their names to include as many smileys as I can. Or just include gratuitous nicknames in membership records.
But honestly, if that vaguely wanted that, I wouldn't be against the idea.
