Unable to finish tournament on online archon

The VEKN server reports that an archon file has already been uploaded for the event. That's what prevents closing it from the archon web side.

Closing an event on archon web automatically submits results to vekn.net, but if that fails, it prevents closing the event. We would need a sync _from_ vekn.net when uploading an archon file on an event handled by the archon web to fix that, or prevent the file upload for events managed by archon web somehow.
