Is it possible to have a tapped minion play a Wake/OtQV/Forced and then play a Babble at superior to untap another minion?

Wake with Evening's Freshness
Reaction
Do not replace until your next untap phase.
Only usable by a tapped vampire. This reacting vampire can play reaction cards and attempt to block as though untapped until the current action is concluded.

Babble
Reaction
Dementation
Give another ready minion +1 intercept.
Tap this vampire to untap another ready minion. Not usable by a blocking minion.

Thanks in advance

"Tap Y to do X" means that you need to complete the changement of state from untapped state to tapped state for being able to do X, so a tapped vampire can't play Babble at superior.

No.
Babble uses the "tap X to do Y", which requires X to tap (from an untapped state) to have Y happen. [LSJ 20050221]

Tangential to the topic, I've been thinking about Babble as an indirect means to irritate bounce. Using Babble during your predator's last few actions to untap some of your grandprey's minions would help against being bounced. Naturally, Change of Target and the like also help. Doesn't work well with traditional S&B, though.

Might work. But then I find Bloodstones entertaining to use on my grandpredator's stealthy bleeders to disrupt my predator's bounce. So perhaps I'm just crazy, is all.
