and second question: when vampire give stealth to anther by a veil the legions, can he burn one blood to give himself stealth? thank you...

Yes, he can (also, minion didn't untapped, he merely can block as untaped and play reaction cards)

Only usable by a tapped vampire. This reacting vampire can play reaction cards and attempt to block as though untapped until the current action is concluded.


Name: Form of Mist
Cardtype: Combat
Discipline: Protean
[pro] Strike: dodge.
[PRO] Strike: combat ends. If this vampire is acting -{and needs stealth when this strike resolves}-, he or she may burn 1 blood after combat ends to continue the action at +1 stealth as if unblocked. A vampire may play only one Form of Mist at superior each action.


Name: Veil the Legions
Cardtype: Action Modifier
Discipline: Obfuscate
[obf] Only usable by a ready, untapped vampire other than the acting minion you control. The acting minion gets +1 stealth. Only one Veil the Legions may be played each action.
[OBF] As above, and this vampire may burn X additional blood to give +1 stealth to the next X actions your minions perform this turn. Only one Veil the Legions can be played at superior each turn.

1/ Yes, since the action is not "concluded" yet, wake is still working.
2/ Burning blood will not grant vampires some stealth, but grant the next actions some stealth. So if the vampire playing Veil the Legions takes an action afterwards while Veil is still effective, his action will get the stealth.

About Form of Mist... it says "he or she may burn 1 blood after combat ends to continue the action..." and i know that Psyche! can negate this effect, but it says "after combat ends" and Psyche! says "at the end of combat"... My point is the blocking minion's controller should play Psyche! before the acting should decide whether to burn one blood to continue! Am I not correct?

Correct - you burn the blood after the Psyche! would be played.

However, in practice, players will often play the Form of Mist and indicate they're burning the blood immediately. The blood isn't burned until after Psyche! is played, so you'd take the blood back / rewind declarations, as appropriate. (Discussed in the link above.)
