Summon History

I have a Summon history question - am I allowed to announce blood cost for a vampire/or minion card even if vampire calling the action does not have enough blood?

Say, if Gweyd has 3 blood and Ankara citadel, can he target assault rifle with Summon History inferior text?

[tem] Search your library and/or ash heap for an ally, retainer or equipment whose cost is X or less. Put that card in play (on this vampire and with starting life from the bank as needed).
[TEM] Search your crypt and/or ash heap for a non-scarce vampire with capacity X or less. Put that vampire in play, with no blood.


X is set as part of the terms of the action. The vampire must be able to pay X blood when the card is played. [LSJ 20100314]

A vampire with Ankara Citadel (only works for vampires) could announce Summon History for X=6 when having 3 blood. He would just say "My action is inferior Summon History with X = 6."
He couldn't do it if he had 2 blood.

Note that the target equipment / ally / retainer (at inferior) isn't part of the terms of the card. Only X (cost) is.
