file Repulsion - is +1 stealth applied immediately?

Does Repulsion's +1 stealth (at superior) affect the current action, or only subsequent actions?

Repulsion [BL:C1, LoB:C]
Cardtype: Action Modifier
Discipline: Obeah/Presence
Only usable when the acting vampire's action is announced. If this action is blocked, the acting vampire gets an optional maneuver, only usable to maneuver to long range, during the resulting combat.
[obe] +1 stealth.
[OBE] Put this card on this vampire. This vampire gets +1 stealth. Burn this card if this vampire goes to torpor. This vampire cannot have or play another Repulsion.

Given the different wording of Enkil Cog - "play after resolution" - I suspect that Repulsion's +1 stealth kicks in immediately, while the Cog's +1 bleed does not. Correct?

Enkil Cog [KoT:R]
Cardtype: Action Modifier
Requires a vampire of capacity 10 or more. Unique.
Only usable when this vampire successfully bleeds your prey (play after resolution). Put this card on this vampire. During any Methuselah's minion phase, this vampire may tap this card to attempt an action. This vampire has +1 bleed.

Repulsion:

* The superior Obeah effect can be used even if the stealth is not currently needed. [LSJ 20011214]

Yes, as soon as the card is put into play, it provides the Vampire with +1 stealth.

Current action too. Nothing indicates you wait for it - it's just given to the vampire it's on. [LSJ 20031114]

Also, you can play it at superior on any action, regardless of whether you 'need' stealth. The trick here is that it's not the play of the card that grants stealth (like Lost in Crowds etc.), but the card being on the vampire - and nothing stops you putting it on the vampire (unless they already have one). Correct. The bleed is already resolved, so Enkil doesn't retrospectively increase it.
