The rulebook states that you get 1 VP for withdrawing. The tournament rules state that you get 0.5 VP. Why?

There were a variety of related issues, but essentially a lot of it boiled down to 'mutual withdrawal' deals - either as part of a VP splitting deal (which is also harder because deals are off at two players), or in the final minutes of an otherwise stalled game. These were often considered annoying by a lot of players. In part, the difference in VPs between the withdrawal and being the last player alive discourages this a bit, because someone on your table does better out of it than you.
None of it is perfect, but it was intended to improve behaviours that few people liked - though obviously they could be in your interests at the time. LSJ discusses this a bit here:

Also remember: in tournaments, Tournament Rules take precedence over Rulebook rules when they conflict (library size, VPs for withdrawals, ...)

Thank you Pascal, I understand that tournament rules override rulebook rules. I was inquiring as to why there was a difference, and James seems to have answered it.
I don't seem to run into enough situations where "mutual withdrawing" or other such deal making would be an issue, which is why I asked. I don't like the difference in the "game rules" and the tournament rules, but it makes sense.
Ideally, there should be no difference in the tournament rules and the "game rules." The rulebook should have been addressed to fix this issue, but since the game is no longer published that point is moot.
In reality, the tournament rules are the game rules. In casual play, no one really keeps score so VPs and game wins are almost meaningless, and if you are preparing for competitive play, you might keep track of VPs and Game wins.

Play in Europe, or come to Origins and play with Europeans. You'll run into plenty of withdrawl situations. It's good exercise, really.I don't seem to run into enough situations where "mutual withdrawing" or other such deal making would be an issue, which is why I asked.

The closest thing we get to Withdrawals in Sydney anymore is people sitting around and ending a game early so we can start the next one. Then its usually much more of a conceding to player X scenario.
Even in tournaments it can be rare for people to try run a game out to the time limit if their opponent should be a clear winner. A kind of credit where credit is due sort of thing.
I honestly can't think of a tournament or social game in the last 10 years that had players Withdrawing that wasn't some kind of pre-arranged VP split deal.
