Mata Hari has the Ankara Citadel and Karavalanisha Vrana. She plays Will-o'-the-Wisp, choosing 4 younger vampires. How much does the Wisp cost? If she divides 5 in half with the Citadel, rounding down to 2, and then applies KV, it costs 1; if she applies KV and then divides 4 in half, it costs 2.

Cost: X blood
[CHI] Only usable as the action is announced. Choose X-1 allies or younger vampires. The chosen minions cannot block or play reaction cards this action.

Karavalanisha Vrana
The Ravnos with this equipment may move 2 blood from the blood bank to a younger Ravnos in your uncontrolled region as a +1 stealth action that costs 1 blood. Cards that require Chimerstry cost this Ravnos 1 less blood.

Ankara Citadel
The vampire with this location pays only half of the blood cost for any cards he or she plays (round down).

Incidentally, is there some place from which I can easily copy and paste card text? I copied the above from Secret Library, which is obviously a little awkward.

Ankara Citadel - the vampire pays half the cost.

So first you check what the cards costs (which is 4 in your example) and then Mata Hari pays half the cost thanks to Ankara Citadel.

In fact, it's not "obvious" at all, there's a rule to know.

"All multiplication and division is handled first, followed by addition and subtraction."

So, choosing an X cost of 5 would result in paying 1 blood.

Check on the left-side column, there should be a "Card Lists" section under "Rules". The click on "Card List (in text format)", which should bring you here : vekn.net/images/stories/downloads/cardlist.txt
