Following situation:
Anarch A is bleeding, blocks are declined, after that A plays Monkey Wrench for +3 bleed, after that, Anarch B who only has one blood uses Mask of a Thousand Faces to become the acting minion and concludes the bleed for 4.
Is this legal play? Vampire B is anarch so fills the requirements for monkey wrench, but doesn't have enough blood to have been able to play it for 3, but is blood cost counted as a requirement for purposes of Mask?

This is legal play. I'm trying to find an example of something like that (with Alacrity, for instance). Blood cost isn't counted as a requirement.Following situation:

Note that if you used a cost-reducer to enable the play of the card, however, that may scupper it.
