file Ankara Citadel and Nocturn

So the ruling on stacking cost effects is:

All cost-affecting cards operate no matter how the card is played ("as normal" or otherwise). All multiplication and division is handled first, followed by addition and subtraction.

However, one of the quoted examples for this is the following:

So if I have a Lasombra with Ankara Citadel, Charisma, Drink the Blood
of Ahriman and Path of Night is in play when he plays his seventh
Nocturn this turn it would cost ...

7 (7th Nocturn) divided by 2 (Ankara) = 3 - 1 (Charisma) - 1 (Drink
the Blood of Ahriman) - 1 (Path of Night) = 0

which was agreed to by LSJ here .

Why is the Nocturn's increased cost not a "cost-affecting card"?

Demon with 1 life. 1 strength, 1 bleed.
:obt: Move Nocturn to the ready region when recruited. If this is this vampire's first successful recruit action this turn, he or she untaps. Nocturn can play non-ally cards that require basic Obtenebration as a vampire. Burn Nocturn during your untap phase.
:OBT: As above, and this vampire may perform this action again this turn, with the cost increased by 1 blood.

Just bumping this because the above question is interesting and looks like it may have been missed by Pascal.
In the quoted example, why is the maths
7 (7th Nocturn) divided by 2 (Ankara) = 3 - 1 (Charisma) - 1 (Drink the Blood of Ahriman) - 1 (Path of Night) = 0
Instead of
1 (base cost) divided by 2 (Ankara) = 0 + 6 (7th Nocturn) - 1 (Charisma) - 1 (Drink the Blood of Ahriman) - 1 (Path of Night) = 3

This was marked as correct by LSJ, but seems to be contrary to the usual rule about multiplying/dividing before adding/subtracting.

You are correct. 7th Nocturn costs indeed 3 blood.

So, from this, I assume that Ankara reduces the original (printed) cost of the card, regardless of any modifiers from the card itself or outside reducers/increasers.

I had thought Ankara and Paths only affected the blood a vampire paid, and not the actual cost of the card (so you would have a 7-blood Nocturn cut in half). but apparently they've been mysteriously errataed in the cardlists to directly affect blood cost, with no announcement anywhere. confusing!

it's even weirder how LSJ made these rulings before Ankara Citadel was reprinted in KoT, where it still uses the original "pay half" wording.

but the cards should work this way in the first place so I'm not complaining for it to be changed back.
