Additional votes vs Fee Stake
Or, to be more precise, does a non-titled vampire with access to perma votes become a titled vampire? Or is it handled just as if he played a Bewitching Oration?
Kduva's Mask
Type: Equipment
Requires: laibon
Cost: 2 pool
Unique equipment. Requires a ready Laibon.
This Laibon gets +1 bleed and 2 additional votes. Reaction cards that require Auspex [aus] cost an additional blood while this Laibon is acting.
Fee Stake: Whatever
...
Any vampire can call a referendum to burn this card as a +1 stealth political action. In that referendum, non-anarch titles are worth 1 fewer votes.

Additional votes does not make a vampire titled so the Fee Stake vote reduction does not effect Kduva's Mask.

"... has X additional votes" = not a title

"... has X votes" = TITLE
My understanding is this only applies where printed on a crypt card, not to effects from library cards . Eg:Legacy of pander doesn't give you a title. "Each non -titled pander has 1 vote ".
