file Questions: final loosening

Hi,

I couldnt find the awnser to my question right away so here it is..
When i play final loosening as auspex card. Can i play it on a gaints blood? Since there is no action can i play a reaction? or does the 'Play when the acting vampire would gain 1 or more blood" part allow me to play it at any time when blood is gained?
And what happens when someone uses heidelberg to move blood? is it gained by the receiving vampire?

aus: Play when the acting vampire would gain 1 or more blood. The acting vampire and this reacting anarch each gain 1 blood instead.
dem: Gain 4 votes.
for: Only usable when an ally is acting. The action fails and the ally takes 1 damage. Tap this reacting anarch.

It's a reaction. You need an action to be able to use a reaction ; so, Giant blood cannot be affected, nor can be the use of Lillith Blessing or the use of any Hunting Ground.

If a reaction is playable without action, it is alway written on the card. Rewind time is the only example I can think of.

[TEM] Usable by a ready, untapped vampire even though there is no action. Cancel a non-out-of-turn master card as it is played during any other Methuselah's master phase (no cost is paid). The Methuselah who played that card gains another master phase action.

Please note that the action does not have to make the vampire gain blood : you can play Final loosening on a blood gain done by an action modifier, or by tapping The Coven.

Additionally, Heidelberg is not used during actions (by explciit card text). So there's no action, so you can't play a reaction.

Also note that you cannot play it on a Taste of Vitae because non-combat cards cannot be played during a combat.
