times [LSJ] Cards that say "End the action" which allow blocking

There are some google-groups rulings that aren't *quite* clear to me,
even contradictory, so I'd like a clarification on Action Modifiers
and Reactions that allow blocking and then say "(Do something) and/or
End the Action."

(I understand that Kiss of Ra itself cancels the block action and
Tangle Atropos' Hand itself cancels the action, so I'm not asking
about those.)

Specifically, I'm asking about the following cards, which all
appear identical -- although CoT ends the action unsuccessfully;
does that make it different?

Action Modifiers
Change of Target: (Do something) and end the current action (it is not successful).
Claiming the Body: Cancel the combat and end the action.
Make an Example: (Do something) and end the action (without combat).
Mirror's Visage: Untap this vampire and end the action.

Reactions
Bloodstorm of Chorazin: (Do something) and end the action (with no combat).
Mental Maze: End the action (with no combat).
Obedience: (Do something) and end the current action (and combat).
Shattered Mirror: (Do something) and end the action (with no combat).

Does the 'end the action' text move the Action Sequence to the
"IV.E. Action ends" phase -- and therefore allows cards to be played
in that phase (Cats' Guidance, Freak Drive, etc.) -- or does an
'end the action'-type phrase indicate that there is no more action
and therefore those cards (such as listed above) cannot be played?

The latter. Once "action ends" is resolved (i.e. when the card is resolved, which is pretty much when it is played, for action modifiers and reactions), the action is over, and can't be modified with action modifiers.
