If a vampire bleeding with Truth of Blood is blocked, and plays Change of Target, does the blocking minions controller still discard the two random cards?

Only usable when this acting minion is blocked (play before combat, if any). Untap the acting minion, do not tap the blocking minion, and end the current action (it is not successful). This minion cannot perform the same action again this turn.

Both effects would occur before combat, if any, therefore they should both trigger at the "block succeeds" point. (You cannot play CoT without the block first being successful.)

This is also similar to the Unleash Hell's Fury & CoT result/ruling.
