1. This only pertains to cards being directed towards the minion and does not grant him 2 more actual capacity to give blood to correct?
2. Does each Orun stack? 2 Orun on 1 minion is considered 4 capacity higher correct?
"A Laibon gets an additional vote for every three orun he or she has."
1. Is this across the board? Any Laibon (me, other players) that have 3 Orun get 1 additional vote?

Master: trifle. Put this card on a laibon. For non-orun cards played by methuselahs other than this laibon`s controller, this Laibon is considered to have 2 additional capacity. A Laibon gets an additional vote for every three orun he or she has. If this laibon succesfully bleeds for more than 2 or succesfully performs a
action against a non-mortal minion, he or she burns one orun. Burn this card if this Laibon has more Orun and Aye than his capacity.

In constructed tournaments, there is no difference.

Yes. Effects in VTES are cumulative, unless explicitly written (example of non-cumulative effect: Army of Rats).2. Does each Orun stack? 2 Orun on 1 minion is considered 4 capacity higher correct?
Unless you're playing draft (in which case there is a card that counts as an Orun, but doesn't have this text), only Orun cards have this text. It is a generic effect: Any Laibon with Oruns (not only yours) get +1 vote for each 3 Oruns he or she has."A Laibon gets an additional vote for every three orun he or she has."

Hi, can I just get a clarification on a situation which happened in a game tonight as Im not completely sure how to interpret some of the above thread.
..I'm confused by the specific text on Orun: For non-Orun cards played by Methuselahs other than this Laibon's controller, this Laibon is considered to have 2 additional capacity.
Example: Player A had an 11capacity Laibon, with 4x Orun (giving them an effective capacity of 19)
They then play Reins of Power: (Successful referendum means each Methuselah may choose a ready vampire he or she controls. Each Methuselah gains 6 pool. Each Methuselah also burns an amount of pool equal to the capacity of his or her predator's chosen vampire. Only one Reins of Power can be played or called in a game. )
This leads to their prey gaining 6 pool. Then do the lose 19 pool, or only 11 (as cards played by the Laibons controller (ie: Reins of Power) ignore the additionaly capacity)
Also, if the answer is only 11 pool is lost - if another player had played Reins of Power, then the fully bonussed Laibon's cap of 19 would be used to calculate pool loss, right?

If the controller of the Orun plays the Reins of Power, it doesn't increase the capacity of the minion. In your case, you'd choose the 11 cap vampire, and do 5 damage to your prey.
If someone else calls the Reins of Power, your vampire is considered as a 19 capacity vampire and your prey would loose 13 pool.
If someone else calls the Reins of Power, your vampire is considered as a 19 capacity vampire and your prey would loose 13 pool.
