Generic rule is that action modifiers can be played by the acting vampire, regardless if he is ready or not. Empowering changes the standard "acting, ready or not" into "not acting but ready".

Can you direct us to the bit in the rules that state that minions cannot play action modifiers while in torpor?I don't understand how the general rulings say a vampire cannot modify actions while in torpor unless that vampire is the acting vampire and then you tell me the general rulings do not restrict such modifications.

The Rulebook simply prohibits non-acting minions from playing action modifiers:Why does this card have text stating the vampire must be ready to modify another minions action when the general rulings already prohibit such modifications from torpor?
