The Rulebook simply prohibits non-acting minions from playing action modifiers:
Rulebook 1.6.3.2 wrote:

Action modifier cards: The acting minion can play these cards to modify his action.

This means that only the acting minion can play action modifier cards, unless cardtext says something else.
Acting vampires in torpor can play action modifiers just as much as ready minions can. Usually, that's limited to stealth (and similar) cards, as they're trying to leave torpor / gain 4-5 blood.

What the General Rulings page reads (everyone here seems to have skipped the fact that the question isn't about the rules, but about the rulings) is:

What this means is that vampires in torpor cannot play action modifiers that read "Usable by a minion who is not the acting minion." or something similar (for instance: Cloak the Gathering, Veil the Legion, ...)

Now, most of these cards already read "only usable by a ready ...". The only one that I can think of that doesn't would be sup' Blanket of Night, which, per that ruling, cannot be played by a vampire in torpor.

This redundancy is sometimes simpler than omitting the "ready" word on the card, because it avoids questions such as "Can I play Blanket of Night with my non acting vampire in torpor? But why not? It doesn't read 'ready'!"
