Requires: laibon
Cost: X blood
Requires a Laibon.
Choose a vampire controlled by your prey with capacity less than X. Successful referendum means that vampire is burned. This acting vampire cannot gain blood this action. Any blood he or she gains goes to the blood bank instead.
Voter Captivation
Type: Action Modifier
Requires: Presence
Only usable after resolving a successful referendum called by this acting vampire.
Type: Political Action

As above, but move up to 2 of those blood counters to your pool instead of this vampire.
Just to be sure: I cannot gain pool via Voter Captivation when calling The Eldest Command Undeath, or is the pool gained by Voter Cap "directly" moved to the pool?

To quote that answer, you CAN gain the pool.
It's moved to your pool INSTEAD of to the vampire and not to the vampire first and then to your pool.

Yep. And it's the same with Final Loosening (which means you can gain 1 blood and 2 pool when Final Loosening is played on your Voter Capt). [LSJ 20080529]To quote that answer, you CAN gain the pool.

to me this would mean the action is over since the referendum is counted and resolved. Since the referendum is over why would the Eldest still be in effect? Why would Voter Cap NOT work?

You can play an action modifier when there is an action to modify, so the action cannot be over when Voter Captivation is played. There is a phase after resolving the action to play action modifiers such as Voter Captivation or Freak Drive. That phase is still part of the action. So Eldest command Undead still applies, and you don't replace a Bum's Rush before playing a Freak Drive for example.
