Regenerating in Torpor?

So I recently put together a kind of dumb For/Obf deck, and decided that Regeneration (gain 4 or 5 blood as an action in torpor) is possibly worth using. I mean, probably not, as it is bad. But maybe. As I'll be in torpor a lot anyway. In any case, I'm assuming that a vampire in torpor with 0 blood can still take a Regeneration action, as I'm pretty sure that a vampire in torpor with 0 blood can take a Rapid Healing action as well.

This make sense?

It is an action that can be taken while on zero blood.

Only ready vampires have a restriction on the actions they can take while at zero blood.

Ah, thanks--yeah, I was looking for the enabling text in the wrong place (I was looking for restrictions on torpored guys rather than restrictions on ready vampires with 0 blood). Thanks!
