Does the supposed cap 1-6 opponent have to burn the blood before it heals damage, or do they occur at the same time?

Before healing.

Correct.

So in practice, yuo'd probably use it if you were facing shenanigans such as:

- aggravated hand damage (so preventing that is probably better for you, even if it causes you to burn blood)
- effects based on the amount of damage you took, such as Disarm

I want to be sure here about Timing of Blood Shield effekt,I give 2 scenario:

1) A acting in combat with B(B cap is 5 and have 2 bllod),both declare hand strike. A use Blood Shield to prevent,so B must burn 2 blood in same time, and cannot pay any prevent cards if card cost?

2) A(A cap is 5 and have 2 bllod) acting in combat with B,both declare hand strike. because is A acting him first have chance to prevent, right? A can play and pay Skin of Steel, then impulse goes to B,B use Blood Shield to prevent hand strike,A burn only 1 blood (because dont have 2) because of Blood Shield effekt?

This is explicitly answered in the post, which LSJ confirms as correct:

When A uses Blood Shield, B burns blood, as explained in that post. This can stop a subsequent prevent effect like Skin of Steel, if they lack the blood the pay for it.

2) A(A cap is 5 and have 2 bllod) acting in combat with B,both declare hand strike. because is A acting him first have chance to prevent, right?

Yes. [1.6.1.5]

A can play and pay Skin of Steel, then impulse goes to B,B use Blood Shield to prevent hand strike,A burn only 1 blood (because dont have 2) because of Blood Shield effekt?

That's what Blood Shield does, yes.
