During a political action called by my predator can I tap my Sennadurek Censur Taker to give Gerald Fitzgerald two additional votes, burn the Edge worthing one vote that untap Sennadurek, then tap Sennadurek again gaining more two additional votes to Gerald, getting five votes in that referendum?

I'd call it a "During X do Y" with the "During an action, ... tap to give ... 2 additional votes", so you can only do it once per action.
