Eze's text reads,

So is Eze's free untap wasted because Delaying also untaps him, or can it be saved for later?
Once each turn when Eze successfully performs a non-hunt action, he untaps after resolving that action.

Only usable during a referendum.
Cancel the referendum. Untap the acting vampire. The political action card (if any) played to call this referendum is returned to its owner's hand (discard afterward), and the acting Methuselah's minions cannot attempt the same political action again this turn.
So is Eze's free untap wasted because Delaying also untaps him, or can it be saved for later?

According to my understanding, the action was successful if the referendum takes place, so Eze untaps before any Delaying Tactics could be played. So the untap from the reaction card is the one that is wasted in this case. perhaps there is a way to benefit from this?

No. You're only looking at the word "successfully" and ignoring the timing given in the rest of his ability.
Conducting the referendum is part of the resolution of a political action.
Similarly, if he'd successfully rushed someone, the combat is part of the resolution, so you untap afterwards.
